Conference Agenda 2015

AGENDA FOR THE MODEL AFRICAN UNION

The following shall be the agenda for SEMAU-2015 and ONLY resolutions related to agenda topics will be considered:

EXECUTIVE COUNCIL
(The Assembly of Heads of State and Government will receive a report from the Council on the resolution of the crisis)

  1. Resolution of Crisis in __________

COMMITTEE ON DEMOCRACY, GOVERNANCE AND HUMAN RIGHTS
(The Committee on Democracy, Governance and Human Rights will submit to the Assembly of Heads of State and Government one consolidated resolution on each of the four agenda topics listed below. The consolidated resolution on each topic will be based on draft resolutions on specific topics previously submitted and sponsored according to the rules.)

  1. Implementation of the 2014 AU Summit Decision on the Protocol for the African Court of Human and People’s Rights
  2. Transitional Justice in Africa: A Strategic Plan for Africa (see Political Affairs)
  3. The Implementation and Harmonization of Standards and Legislation on Anti-corruption: A Strategic Plan for Africa (see Political Affairs)
  4. Promoting Union Through Civil Society and the Diaspora: A Strategic Plan for the Economic, Social and Cultural Council (ECOSOCC)

TECHNICAL COMMITTEE ON ECONOMIC MATTERS
(The Committee on Economic Matters will submit to the Assembly of Heads of State and Government one consolidated resolution on each of the six agenda topics. The consolidated resolution on each topic will be based on draft resolutions on specific topics previously submitted and sponsored according to the rules.)

  1. Water Resources and Agricultural Development
  2. Management of Mineral Resources
  3. Debt Relief - A Strategy and Consequences for Africa
  4. Energy and Development
  5. Multilateral Trade Negotiations (e.g. Market Access; Commodity Prices; Africa and WTO Negotiations; the Cairo Roadmap; Africa Growth and Opportunity Act; African-Asian Strategic Partnership; Intra-African Trade)
  6. Food Security.

TECHNICAL COMMITTEE ON SOCIAL MATTERS
(The Committee on Social Matters will submit to the Assembly of Heads of State and Government one consolidated resolution on each of the five agenda topics. The consolidated resolution on each topic will be based on draft resolutions on specific topics previously submitted and sponsored according to the rules.)

  1. Combating Ebola, Malaria, HIV/AIDS, Tuberculosis and Malaria: A Strategic Plan for Africa
  2. Gender Equality: A Strategic Plan for Africa
  3. Refugees, Displaced Persons and Returnees: A Strategic Plan for Africa
  4. Education for Human Development: A Strategic Plan for Africa
  5. Information and Technology: A Strategic Plan for Africa

TECHNICAL COMMITTEE ON REGIONAL ECONOMIC COMMUNITIES (RECs)
(The Committee on Regional Economic Communities will submit to the Assembly of Heads of State and Government one consolidated resolution on each sub- section of each agenda topic, that is, resolutions on each of 1A through 1E and one consolidated resolution on topic 2. The consolidated resolution on each topic will be based on draft resolutions on specific topics previously submitted and sponsored according to the rules.)

  1. Strengthening Political and Economic Integration Within RECs: A Strategic Plan:
    1. COMESA - Common Market for Eastern and Southern Africa
    2. EAC - The East African Community
    3. ECOWAS - The Economic Community of West African States
    4. SADC - Southern African Development Community
    5. UMA - The Arab Maghreb Union
  2. Promoting African Unity Through Political and Economic Integration among RECs: A Strategic Plan

PEACE AND SECURITY COMMITTEE
(The Peace and Security Committee will submit to the Assembly of Heads of State and Government one consolidated resolution on agenda topics 1 and 3 and one resolution on each sub-topic of item 2, that is a resolution for each of 2A, 2B, 2C, 2D, and 2E. The consolidated resolution on each topic and sub-topic will be based on draft resolutions previously submitted and sponsored according to the rules.)

  2. Conflict Management and Resolution in:
    1. Egypt
    2. Darfur, Sudan
    3. South Sudan
    4. Somalia
    5. The Situation in Mali
    6. The Situation in Nigeria-Boko Haram (BH)
    7. Libya
    8. Western Sahara

ASSEMBLY OF HEADS OF STATE AND GOVERNMENT
  1. Receive Report of the Executive Council on Crisis Resolution
  2. Debate and Adoption of Resolutions from Committees
  3. Closing Ceremony (presentation of awards and certificates) and Adjournmen
